Theophilus, SLC, CBE, Hon. George
Chairman of the Board

Mr George Theophilus of Choiseul served in the field of education as a primary school teacher at the Choiseul Boys School and eventually in the Ministry of Education as Administrative Cadet, Assistant Secretary and Permanent Secretary.

His career in banking and finance started in 1973 in the capacity of Deputy Managing Director of East Caribbean Currency Authority based in St Kitts.  On return to St Lucia in 1981, Mr Theophilus assumed duty as Managing Director/Chairman of St Lucia Development Bank (SLDB), Chairman of the Board of the National Commercial Bank (NCB) and Financial and Economic Adviser to the St Lucia Government.

Between 1972 and 2009 Mr Theophilus served on numerous Boards as Chairman, Director or Member including the University Grants Committee of the University of the West Indies, Deputy Chairman of Sir Arthur Lewis Community College (SALCC), Financial Adviser of the Archdiocese of Castries, Director/Chairman of Caribbean Agricultural Credit Association, Chairman of St Lucia Integrity Commission, Chairman of St Mary’s College Board of Management and the St Lucia Library Board, etc.

For his services to church and state, Mr Theophilus was knighted by the Pope, awarded the CBE by Her Majesty the Queen and St Lucia Cross (SLC) by the Government of St Lucia.  Mr Theophilus has provided consultancy services in management, banking, finance and budgeting to a variety of institutions including the Governments of Grenada, Antigua and St Lucia, ECCB, OECS Directorate of Civil Aviation, etc.

Mr Theophilus has written over fifty (50) monographs, papers, addresses on a wide range of issues including Central Banking, Commercial and Development Banking, etc.

Mr Theophilus has been awarded the following degrees:

  •  Bachelor of Science (BSc) in Economics from London University
  •  Diploma in Public Administration (DPA) from Carleton University, Canada  and
  •  Master of Arts (MA) in Public Administration and Finance from Carleton University, Canada.

 


Rosemond-Francois, Sharmaine
Managing Director

Mrs. Sharmaine Rosemond-Francois is the newly appointed Managing Director of Financial Investment and Consultancy Services Limited (FICS). Mrs. Rosemond-Francois brings over ten (10) years diversified senior level experience in banking, brokerage, capital markets and investment banking. Until recently, she served as Manager, Business Development for St. Lucia and the OECS at First Citizens Investment Services (formerly CMMB Ltd) for a period of almost six (6) years. In addition, she served in the capacity of Registered Principal for the Brokerage Operations at that establishment. Her roles involved working extensively with Governments and institutional investors in raising capital within the Eastern Caribbean Currency Union and to date she has mobilized the arrangement of over EC$600 Million in corporate and government bond issues on the Regional Government Securities Market (RGSM).  

 
Mrs. Rosemond-Francois also served as Senior Fund Manager/Registered Principal at East Caribbean Financial Holding Co Ltd (ECFH) for 4 years and Acting Manager of Investment Banking in the latter eight (8) months. She was instrumental in establishing the Investment/Wealth Management Unit at Bank of Saint Lucia Limited and had responsibility for strategic business development in the areas of pension fund, portfolio management and equity financing for corporations. In addition, she worked in the areas of corporate and retail banking. 
 
Mrs. Rosemond-Francois has completed post graduate qualifications in Business Administration (Finance Concentration) from the University of Manchester in the United Kingdom, the Accredited Directors Program with the Institute of Chartered Secretaries and Administrators (ICSA), Canada and a Bachelor of Science Honors Degree in Accounting and Statistics at the UWI Mona Campus. She also holds the Registered Principal and Representative Trading Licenses from the Eastern Caribbean Securities Exchange (ECSE). In addition, she has attended and completed a wide range of training programmes in financial planning, wealth management and risk management.
 
Mrs. Rosemond-Francois has presented at over 100 seminars and workshops on topics around finance, budgeting, investment & treasury management and securities trading; notably – OECS Diaspora communities abroad, ECSE Workshops, ECCB savings & investment course and several general public seminars throughout the OECS. 

Theophilus, Wendy
Deputy Managing Director

Ms Wendy Theophilus commenced her career as a Secretary at Sir Arthur Lewis Community College from 1988 to 1994.  She attended the University of New Brunswick in Canada and achieved a Bachelor of Office Management Degree in 1998.  Upon completion of her studies, she returned to Sir Arthur Lewis Community College in the capacity of Administrative Assistant for a period of three (3) years. 

In May 2001, Ms Theophilus worked at the Office of Private Sector Relations (OPSR) in the Office of the Prime Minister for a two-year period.  In July 2003, she joined her family business, Financial Investment and Consultancy Services Limited, as a Management Trainee/Ag Company Secretary. 

Ms Theophilus was promoted to the position of Deputy Managing Director/Company Secretary in January 2010.
